Il primo strumento che i cittadini extracomunitari hanno per partecipare alla vita pubblica istituzionale di Lecce è il
CONSIGLIERE STRANIERO AGGIUNTO
.
Spieghiamo di cosa si tratta.
Lo Statuto del Comune di Lecce stabilisce all’art. 51, punto 3:
“Con apposito regolamento sono stabilite le modalità di elezione di un "consigliere aggiunto", in rappresentanza dei cittadini extracomunitari regolarmente iscritti nell'Anagrafe del Comune. Lo stesso partecipa, con voto consultivo, alle sedute del Consiglio secondo le modalità e con riferimento alle tematiche stabilite dal regolamento. Tale norma è riferita anche ai Consigli di Quartiere”.
Il primo Regolamento è stato approvato il 28 dicembre 1999. E’ stato aggiornato l’11 novembre 2002.
STATUS DEL CONSIGLIERE STRANIERO AGGIUNTO
Il Consigliere straniero aggiunto, comunale e/o circoscrizionale, viene eletto direttamente dai cittadini extracomunitari residenti nel territorio del Comune di Lecce.
Il Consigliere straniero aggiunto partecipa con pari dignità dei consiglieri eletti ai lavori del Consiglio Comunale e delle commissioni consiliari, regolarmente convocato quando il Presidente del Consiglio accerta che le questioni da trattare sono attinenti alle problematiche dei cittadini extracomunitari.
Di fatto viene sempre convocato e gli viene sempre concessa la parola quando lo richiede.
Partecipa alle sedute con voto consultivo.
Per l'esercizio delle sue funzioni, il Consigliere Aggiunto ha diritto:
- di iniziativa e può proporre al Presidente del Consiglio Comunale, per la discussione, argomenti attinenti alle problematiche dei cittadini extracomunitari;
- di ottenere dagli uffici copie di atti e informazioni su provvedimenti attinenti alle problematiche dei cittadini extracomunitari, utili ai fini dello svolgimento delle sue funzioni;
- al gettone di presenza per la partecipazione alle sedute del Consiglio Comunale e relative Commissioni;
- al rimborso delle spese di viaggio, vitto e alloggio per la partecipazione ad iniziative e manifestazioni, previa autorizzazione scritta del Presidente del Consiglio Comunale.
Resta in carica per la durata del Consiglio Comunale.
REQUISITI PER ESSERE ELETTO
I candidati devono essere in possesso dei seguenti requisiti:
a) possedere la cittadinanza di un Paese Straniero non appartenente alla Comunità Europea, o "status" di apolide, e non anche quella italiana;
b) aver compiuto il 18° anno di età alla data di scadenza della presentazione delle candidature;
c) essere iscritti nell'anagrafe della popolazione residente da almeno un anno;
d) non aver riportato condanne penali né in Italia né all'Estero, da attestare mediante autocertificazione.
La candidatura alla carica di Consigliere Comunale straniero aggiunto deve essere sottoscritta da almeno 40 "presentatori" anche di diversa nazionalità rispetto a quella del candidato ed aventi gli stessi requisiti del candidato. Ogni gruppo di nazionalità extracomunitaria non può presentare più di un candidato ogni cento residenti o frazione di cento.
CHI PUO’ VOTARE
Sono ammessi al voto i cittadini non italiani che alla data di pubblicazione del manifesto di convocazione hanno compiuto i 18 anni di età e sono in possesso della cittadinanza extracomunitaria, iscritti nell’anagrafe della popolazione residente nel Comune di Lecce.

CONSIGLIERI AGGIUNTI DI CIRCOSCRIZIONE
La città di Lecce è suddivisa in 5 circoscrizioni amministrative. I cittadini residenti eleggono i rispettivi Consigli Circoscrizionali. L’ultimo regolamento prevede la possibilità di eleggere il Consigliere extracomunitario aggiunto anche nei consigli circoscrizionali. Nel novembre 2007 non sono state raggiunte le firme necessarie per presentare candidature in nessun consiglio circoscrizionale.
TAKING PART IN THE PUBLIC LIFE OF THE CITY
Non EU-citizens, residing legally in the area, have the opportunity to take part in the institutional life of the City of Lecce through electing a non-EU national as Consigliere straniero aggiunto, an Assistant Foreign Councillor.
What does this mean?
Article 51, paragraph 3 of the Statute of the City of Lecce establishes that:
“Conditions for the election of a non-EU national as an Assistant Foreign Councillor representing the non-EU citizens regularly registered at the Register Office of Lecce will be established by regulations. The elected non-EU national can attend Council meetings and vote, in accordance with the procedures and the issues envisaged by the same regulations. This rule also applies to the local District Councils”.
Regulations were first drawn-up and passed on 28 December 1999 and then revised on 11 November 2002.
What does the role involve?
Officially, the Council Chairman invites the Assistant Foreign Councillor (from hereon “Councillor”) to take part when the City Council and the Council Committees need to discuss issues which specifically affect non-EU citizens. During these meetings the Councillor has the same rights as Italian members.
In the execution of his/her duty, the Councillor, as a City Council member has the right to:
- take initiatives; s/he may propose that the Council Chairman discuss issues involving non-EU citizens
issues
- obtain information about measures affecting non-EU citizens necessary for the Councillor to carry out
his/her duties and to obtain copies of acts from the Council offices
- attendance allowance for taking part in the City Council and in the Council Committee meetings
- reimbursement for travel and living expenses as a result of taking part in activities and events, after
having obtained written permission from the Council Chairman.
The Councillor shall remain in office for the same term as that of the City Council.
In reality, the Assistant Foreign Councillor is invited to participate at all Council meetings, can intervene at any time, and has the right to vote.

At every Council election a non-EU councillor representing all the non-EU residents can be elected.
Can I be a candidate?
To be a candidate you must be:
a) a non-EU national or a stateless person,
b) without Italian citizenship;
c) at least 18 years old by the deadline for presenting your application
d) registered at the Register Office of Lecce for at least one year;
e) without any criminal conviction either in Italy or abroad. You can use an autocertificazione, and simply state your lack of criminal record written form.
How can I become an official candidate?
You will need to have at least 40
presentatori
, non-EU residents (of any nationality) who will sign a list officially supporting you. The supporters themselves must also fulfil the requirements stated in points a) to e) above.
How many official candidates can there be at the elections?
This depends on the number of nationals residing in Lecce. Each national group can put forward 1 candidate per 100 residents (or up to 100) of the same nationality.
Who can vote?
You can vote if you are:
a) a non-EU national or a stateless person,
b) without Italian citizenship;
c) at least 18 years old by the date of announcement of the election
d) registered at the Register Office of Lecce
Who has been elected as Assistant Foreign Councillor on the Lecce City Council?
The first election took place on 28 March 2001. Antonio VILLANUEVA from Sri Lanka was elected.
The second election took place on 10 June 2003 and Fadl ALBEETAR from Lebanon was elected.
The most recent election took place on 18 November 2007 and

from Senegal was elected. He is currently in office. There was a total of 720 valid votes. The results were as follows: Mamadou Lamine Toure (210), Raveendiran Sinnathamby (204), Magdalena Rushaj (187) and Tabara Sylla (119).

Is there an Assistant Foreign Councillor on the local (
circoscrizione
) council?
The City of Lecce is divided into five administrative districts or wards (
circoscrizione
). Residents elect their own Ward Council. The most recent regulations now include the possibility of electing ward Assistant Foreign Councillors. However, in the November 2007 elections there were not enough supporters (
presentatori
) to put forward a candidate.
PARTICIPATION Á LA VIE LOCALE
Un moyen pour les ressortissants étrangers de participer à la vie publique et politique de Lecce, c’est de devenir CONSEILLER ADJOINT DES ETRANGERS.
De quoi s’agit-il ?
Le statut de la Mairie de Lecce établit à l’art.51, point 3 :
«
ce règlement établit les modalités d’élection du conseiller adjoint, représentant des ressortissants extra communautaires inscrit au registre de l’Etat civil de cette commune. Celui-ci, avec voix consultative participe au conseil municipal selon les modalités et les thèmes établis par le règlement. Ces normes se réfèrent également aux Conseils de quartier.»
Le premier règlement a été approuvé le 28 décembre 1999 et a été mis à jour le 11 novembre 2002.
STATUT DU CONSEILLER ADJOINT DES ETRANGERS
Le Conseiller adjoint des étrangers, municipal et/ou de circonscription, est élu directement par les ressortissants extra communautaires qui résident à Lecce.
Le Conseiller adjoint des étrangers participe, tout comme les conseillers élus, aux travaux du Conseil Municipal et des Commissions du Conseil, convoqué régulièrement quand les problématiques en question sont relatives aux ressortissants extra communautaires.
Il est alors convoqué et il prend la parole chaque fois qu’il le demande. Il participe aux séances avec voix consultative.
Dans l’exercice de ses fonctions, le Conseiller adjoint des étrangers se voit conférer le droit :
- d’initiative. Il peut aussi proposer au Président du Conseil Municipal des arguments de discussion concernant des problématiques relatives aux ressortissants extra communautaires;
- d’obtenir, des bureaux compétents, les copies des actes et des informations sur les démarches concernant des problématiques relatives aux ressortissants extra communautaires qui sont utiles aux fins de l’exercice de ses fonctions;
- au jeton de présence pour sa participation aux séances du Conseil Municipal et aux commissions;
- au remboursement des frais de voyage, frais de pension et logement lorsqu’il participe à des événements, ayant reçu au préalable l’autorisation du Président du Conseil Municipal .
Son mandat a la même durée que celle du Conseil Municipal.
CONDITIONS POUR ÊTRE ĖLU
Les candidats doivent satisfaire les conditions suivantes:
a) être ressortissant d’un pays étranger qui n’appartient pas à l’Union européenne, ou bien avoir le statut d’apatride mais non pas la nationalité italienne;
b) avoir au moins 18 ans le jour de la date d’échéance de la présentation de la candidature;
c) être inscrit au registre de l’Etat civil depuis au moins 1 an
d) avoir un casier judiciaire exempt de condamnation pénale que ce soit en Italie qu’à l’étranger; attesté par « autocertification ». (
La notion d’ «autocertification» signifie «la certification produite par l’intéressé en substitution de la certification normale». C’est-à-dire qu’elle représente la possibilité pour le citoyen de fournir les mêmes nouvelles présentes dans un registre public de façon plus simple et avec moins de charges
).
La candidature pour le poste de Conseiller adjoint pour les étrangers doit être souscrite par 40 personnes même de nationalités différentes de celle du candidat mais elles doivent satisfaire les mêmes conditions que celles du candidat.
Chaque groupe de nationalité extra communautaire ne peut avoir qu’un seul candidat tous les cent résidents ou fraction de cent.
QUI PEUT VOTER ?
Tous les ressortissants qui ne sont pas italiens et qui ont au moins 18 ans le jour de la publication de la convocation. Ils doivent être ressortissants extra communautaires, inscrits dans le registre de l’Etat civil de la ville de Lecce.
LES CONSEILLERS ĖLUS
La première élection a eu lieu le 28 mars 2001. C’est VILLANUEVA ANTONIO du Sri Lanka qui a été élu.
La deuxième a eu lieu le 10 juin 2003.C’est ALBEETAR FADL du Liban qui a été élu.

CONSEILLER ADJOINT DE CIRCONSCRIPTION
La ville de Lecce est divisée en 5 circonscriptions administratives dont les conseillers sont élus par les citoyens. 副外国理事的地位
副外国理事是由居住在莱切市的非欧公民直接选举的。
假如理事长觉得要谈论的事情关于非欧居民的问题，副外国理事跟其他被选举的理事一起参加市理事会。
他/她每次参加会议并有发言权。
他/她只用协商选票参加会议。
副外国理事有下列权力：
─向理事长提出和非欧人有关的问题；
─获取有关对非欧人问题所采取措施的会议记录或信息
─他/她参加理事会的会议的时候，收到筹码；
─如果参加游行的话，获得理事长的批准件以后，可报销旅行、食宿费用。
副外国理事的职务延续至理事会法律规定失效。
副外国理事的必要条件
候选人必须：
─只有外国国籍或无国籍者；
─至少十八岁；
─户口登记至少一年；
─在意大利或在国外没有犯罪记录。
至少有四十个达到候选人必要条件的人的支持。每一百非欧居民推荐一个候选人。
投票的条件：
选民的必要条件如下：
─年满十八岁；
─非欧国籍；
─有莱切市户口。
